Leave Waiving of age restriction of 18 years for Government servant having mentally challenged/disabled children

on the recommendations of the Sixth Central Pay Commission – Child Care
Leave Waiving of age restriction of 18 years for Government servant having
mentally challenged/disabled children –reg

1. Please refer to Board’s letter of even number dated  23.10.2008 and 12.12.2008 regarding grant of Child Care leave (CCL).
  
2.     Consequent upon the decision taken by the Government,
the Ministry of Railways have decided to permit CCl to female railway
employees having disabled children up to the age of 22 years for a maximum
period of two years (i.e 730 days) subject to the other terms and conditions
stipulated in Board’s above referred letters. However, it is re-iterated
that CCL cannot be demanded as a matter of right and under no circumstances
can any employee proceed on CCL without prior approval of the Leave
sanctioning authority.
  
3.     Disabled Child having a minimum disability of 40% is
elaborated in the Ministry of Social Justice and Empowerment’s Notification
No.16-18/97-NI.I dated 01.06.2001 (copy enclosed). Documents relating to the
handicap as specified in the above said Notification dated 1.6.2001, as well
as a certificate from the Railway servant regarding dependency of the child
on the railway servant would have to be submitted by the female railway
employee. The CCL would be permitted to female railway employees only if the
child is dependent on them.
  
4.     This issues with the concurrence of the Finance
Directorate of the Ministry of Railways.
  
5.     Please acknowledge receipt.

Indian Women Working Abroad

   All workers, male as well as female, going for employment to the 17 Emigration Check Required (ECR) countries on ECR passports are required to obtain emigration clearance. Women workers going to Gulf countries are not separately registered. The Government has, however, taken some special measures for protection of women emigrants. Women with ECR passports are not allowed to emigrate for work before 30 years of age. The foreign employers hiring Indian women workers have to deposit a security of 2500 US dollars with the Indian Missions. The Government has stipulated a minimum wage of 300 US dollars per month in case of housemaid. Shelter for run-away maids are operated by the Indian Missions. The Government has stipulated that the employer would provide a pre-paid mobile phone facility to the woman worker as a mandatory contractual obligation.

   This information was given by the Minister of Overseas Indian Affairs, Shri
Vayalar Ravi in a written reply in the Rajya Sabha today.

Central Civil Service employees to get child adoption leave

Union government's department of personnel and training (DPT) has announced new leave rules for various Central Civil Service employees. The new rules, in force from December 1, will apply to all CCS officials serving across the country and even outside India. Highly-placed sources in the state government said the new rules would also be effective for the state cadre IAS/IPS and IFS officers.
The new rules are for catering to the leave-related needs of the employees in different circumstances such as transfer to industrial establishment; earned leave for those serving in vacation departments, cash equivalent of leave in case of invalidation, paternity leave for child adoption and child care leave.

In case of transfer to an industrial establishment wherein employee's leave terms are governed by the Factories Act, 1948, the authorities competent to grant leave will suo motu issue an order granting cash equivalent of leave in respect of earned leave and half-pay leave at his credit subject to a maximum of 300 days.
On premature retirement, babus will get cash equivalent of unutilised earned leave but half-pay leave will be subject to the condition that the number of days of earned leave and half-pay leave for which encashment had already been allowed under this rule and the number of days of earned leave and half-pay leave to be encashed on premature retirement will not exceed 300 days.
A government employee (other than a military officer) serving in a vacation department will not be entitled to any earned leave in regard to duty performed in any year in which he avails the full vacation.
If a government employee dies while in service, the cash equivalent of leave salary for both earned leave and half-pay leave, if any, at the credit of the deceased employee on the date of his death, not exceeding 300 days, will be paid to his family.
A male employee, with less than two surviving children, on valid adoption of a child below the age of one year may be granted paternity leave for a period of 15 days within a period of six months from the date of valid adoption.
A woman employee having children below 18 years and who has no earned leave at her credit may be granted child care leave for a maximum period of two years.

Welfare Scheme for Older Women

Under the Scheme of Integrated Programme for Older Persons implemented by the
Ministry of Social Justice and Empowerment, financial assistance is also
provided to NGOs for running and maintenance of Multi Facility Care Centres for
Older Widowed Women.

The Ministry of Women and Child Development is implementing two shelter based
schemes namely “Swadhar” and “Short Stay Homes” under which financial assistance
is provided to the implementing agencies for providing support services to women
in difficult circumstances.


The Ministry of Rural Development is implementing Indira Gandhi National Widow
Pension Scheme (IGNWPS) and Indira Gandhi National Old Age Pension Scheme (IGNOAPS).
Under IGNWPS, Central assistance is given towards pension @ Rs.200/- per month
to widows below the poverty line in the age group of 40-64. Other women below
the poverty line of 65 years and above are covered under IGNOAPS wherein Central
assistance is given towards pension @ Rs.200/- per month, which is meant to be
supplemented by at least an equal contribution by the States.

Women can work in evening shifts

In yet another step towards women empowerment, Madhya Pradesh Government would soon allow them to work in second and third shifts in factories and other establishments across the state.

“Women will be able to work in second shift in factories and a notification in this regard will be issued within a week,” Madhya Pradesh Chief Minister Shivraj Singh Chouhan announced yesterday after inaugurating the Vardhman Textiles Unit at Mandideep near here.

“If needed, even they (women) would be allowed to work in the third shift in the state,” Chouhan said.

At present women are allowed to work in factories only in one shift in the state while in number of other states they are allowed to work in all the shifts.

Chouhan said that his government will continue with its endeavour to empower women and girls in the state
