Army Decides to Take 124 More MBT Arjun Tanks


   The Army has decided to place fresh order for an additional home-built 124Main Battle Tank (MBT) Arjun. This is over and above the existing order of124 tanks. The development follows the success of the indigenous MBT Arjunin the recent gruelling desert trials.

    The project for the design and development of the MBT Arjun was approved by the Government in 1974 with an aim to give the required indigenous cutting edge to our Mechanised Forces. After many years of trial and tribulation it as now proved its worth by its superb performance under various circumstances, such as driving cross-country over rugged sand dunes, detecting, observing and quickly engaging targets, accurately hitting targets – both stationary and moving, with pin pointed accuracy. Its superior fire-power is based on accurate and quick target acquisition capability during day and night in all types of weather and shortest possible reaction time during combat engagements.

Setting up of the Indian National Defence University (INDU)

   The Union Cabinet today has accorded “in-principle” approval for setting upof Indian National Defence University (INDU) as a fully autonomousinstitution to be constituted under an Act of Parliament at an estimatedcost of Rs.295 crore (at current price level). It also accorded the approvalfor acquisition of 200 acres of land at Binola in District Gurgaon, Haryanafor the proposed site of INDU at an estimated cost of Rs.100 crore (at current rates).

   INDU will undertake long term defence and strategic studies and createsynergy between the academic community and Government functionaries. It willpromote policy oriented research on all aspect relating to national security as an input to strategic national policy making. It will encourage awareness

Expedite Pension & Arrears for Ex-servicemen - Defence Minister Shri A.K. Antony to Finance Controllers

   The Defence Minister Shri AK Antony has called for early disbursal of revised pension and arrears to Ex-Servicemen. Inaugurating the Controllers’ Conference of the Defence Accounts Department here today, Shri Antony asked the Defence Finance officials to expedite and further streamline the pension system for the Armed Forces personnel.
     
   “Even now, I am getting a lot of complaints from people that they are not getting pensions… Considering the past, things have improved, but even then complaints are there still… So you must take all steps possible so that they get their dues at the earliest,” Shri Antony said.
    
  Commending the Defence Accounts Department for facilitating the procurement of weapons and systems, Shri Antony noted that the capital expenditure, utilised last year, has been an all-time record. He called for transparent, timely and judicious use of Defence Expenditure. He said that the Government has tried to infuse more transparency in the huge Defence outlay, which is over Rs. 1.52 lakh crores for the current financial year.
    
  “Defence expenditure and procurement issues are complex and time-consuming and have a direct bearing on our national security. We have tried to infuse more transparency and efficiency into our procedures and
systems. It is my firm belief that expenditure of public money must have an appropriate system of checks and balances”, he said.
    
   In his address to the gathering, the Minister of State for Defence Dr. MM Pallam Raju said that the Defence Pension Adalats have become an effective mechanism for grievance redressal on the ground. He hoped that the pension arrears for pre-2006 PBORs would soon be disbursed. Dr. Pallam Raju said that the Principal Controller of Defence Accounts (PCDA) would soon roll out the e-ticketing system for air travel. The PCDA Rail Booking System for e-ticketing would be introduced in another 200 Armed Forces units by next month and all units would be covered by the yearend, added Smt Nita Kapoor, Controller General of Defence Accounts (CGDA). The Secretary Defence Finance, Smt Indu Liberhan stressed the need for continuing institutionalized interaction between the Defence Finance and the three Services. The Comptroller and Auditor General of India Shri Vinod Rai said that since Defence Finance relates to a sensitive national security concern, the keyword for its success is the outcome and not simple accounting.
   
   The Chief of the Army Staff General VK Singh and Scientific Advisor to the Defence Minister Dr. VK Saraswat were among the dignitaries present at the inauguration of the three-day biennial conference.

Govt says no to defence officers in MoD

NEW DELHI : CDS) post was not enough, the government has now rejectedthe proposal to post Army, Navy and IAF officers as joint/additional secretaries in the defence ministry (MoD).

  Taking note of the huge disconnect between Service HQs and MoD, theparliamentary standing committee on defence last year ‘‘strongly’’recommended the change in MoD staffing patterns to ensure armed forceswere ‘‘intrinsically involved in national security management and apex decision-making process’’.

   But defence minister A K Antony holds "no change’’ is ‘‘considered necessary’’ since ‘‘a high degree of integration’’ between Service HQs and MoD had already been achieved. Antony, in Parliament last week, listed out steps like adoption of ‘‘single file system’’ between Service HQs and MoD, delegation of financial and administrative powers at various levels and re-designation of Service HQs as ‘‘Integrated HQs’’ to support this argument.

   But these measures are widely perceived to be merely cosmetic, with the bureaucracy continuing to maintain a vice-like grip over armed forces. ‘‘India, like the Kargil Review Committee held, is probably the only major democracy where armed forces are kept out of the apex government structure,’’ said a senior Army officer.

Coast Guard Plans New Regional Hqs for East Coast

   The Coast Guard isplanning to set up a Regional Headquarter at Kolkata for effective patrolling of the east coast. Presiding over the Coast GuardOperational Commanders’ Conference 2010 here today, Vice AdmiralAnil Chopra, Director General, Indian Coast Guard, said the proposalis under consideration by the government.

   To be known as Regional HQs (North-East), this would be the fifth Regional HQs of the Coast Guard. The Coast Guard presently has fourRegional HQs, namely North-West, based at Gandhinagar, West, at
Mumbai, East, at Chennai and the Port Blair -based Andaman & Nicobar,besides the Main HQs in New Delhi. Additional Coast Guard Stationsare also proposed at appropriate locations all along India’s over
7,500 kms long coastline, said Vice Admiral Anil Chopra.

   The two-day conference, which concluded today, took stock of the changing maritime scenario and the operational tempo post 26/11, inorder to impact and sequence the various expansion plans, and derive an updated operational philosophy, so as to optimize the CoastGuard’s operations.

   DG, Coast Guard highlighted the rapid progress made by the CoastGuard in the preceding year with respect to ship acquisition,induction of manpower and development of infrastructure. OneOffshore Patrol Vessel and two Interceptor Boats were recentlycommissioned to augment the surface surveillance capabilities ofCoast Guard, said Vice Admiral Anil Chopra. Induction of additional Dornier and Chetak aircraft, Medium Range Maritime SurveillanceAircraft and Single / Twin engine Helicopters, as well as
upgradation of the existing fleet of Dornier, by incorporating stateof art sensors and equipment, is also envisaged, he added.

   Vice Admiral Anil Chopra underlined the need for the Coast Guard tocontinue its proactive operational philosophy due to the prevailingmaritime security scenario. He complemented the Regional Commanders
for maintaining an enhanced level of surface and aerial surveillance during the past one year, despite numerous emergent commitments including coastal security operations, Search & Rescue, and Oil
Spill Response. Further, to check the preparedness, and to impart experience to the other agencies involved in coastal security, the Coast Guard conducted regular coastal security exercises, which wereinstrumental in revalidating the Standard Operating Procedures, andthe “hub and spoke” concept of functioning between the Coast Guardand the State Coastal Police. Over the last year, 23 such coastal security exercises, and 19 operations (based on intelligence inputs), have been conducted by the Coast Guard. To further enhance
the surveillance capabilities and for effective maritime domain awareness, a Coastal Surveillance Network along the coastline is also being established by the Coast Guard.

   The two-day conference was also addressed by the Defence Secretary,Shri Pradeep Kumar, and attended by other senior officials from theMinistry of Defence.

1.   DefenceCivilian Medical Aid Fund (DCMAF) was established in 1953 as Defence Civilians Welfare (TB, Cancer and Leprosy ) Fund to provide financial assistance to its members in case they or dependents suffer from specified ailments. The membership of the fund is on voluntary basis and is open to all civilians employees, whether industrial or non-industrail. Though, it was established since long and has been providing relief to its members in Defence establishments in their hour of distress and the fund considerably  expended during these years among Defence Civilians, it is still not much popular in Defence Accounts Department. This came into question by some of the members while attending the 54th Annual Meeting.

2.     Therefore, the steps need to be taken to popularize
the fund among the DAD personnel. In this regard a copy of Salient Features /
Benefits provided by the fund is enclosed herewith for necessary action at your
end so that the membership percentage is enhanced in the ensuing years.

For Purchase of Artificial Limbs – Rs.3000/-
For Purchase of Support Shoes (Calipers) – Rs. 2000/-
For Hearing Aid – Rs.1500/-
For Purchase of Crutches, Neck Band for Cervical Spondilitis = Rs. 1000/-

(I) To the members
In case of loss of one limb/eyes – Rs.15000/-
In case of loss of one limb/eye – Rs.10000/-

(II) To the family of members
If member dies due to TB, Cancer and Leprosy, Heart ailments for which Member
availed assistance from the Fund earlier – Rs.20000/-
If member dies due to an Accident – Rs.50000/-
