Subject:-Continuation of ad-hoc promotions made in the cadre of HSG I

Sir/Madam

   I am directed to refer to this Department's letter of even number dated 01st May 2009 on the above subject and to say that it has been decided with the approval of Department of personnel& Training to further continue the ad-hoc arrangements for a period o six months i.e up to 19th November 2010 or till
the recruitment Rules are finalized and regular arrangements are made in accordance with that, whichever is earlier. it has also been decided to continue the ad-hoc arrangements made as per Sub-para 3(ii) of the above said letter for a period of six months or till the recruitment Rules are finalized and regular arrangements are made in accordance with that,whichever is earlier.

2. It is therefore,requested that the ad-hoc promotion initially made in HSG I as per instructions contained in this Department's letter of even number dated 20th November 2006 and as per Sub para 3(ii) of the letter cited above.may be further continued accordingly.

ACCOUNT VERIFICATION IN POST OFFICE

   To check the inflow of black money and to keep a vigil on fake accounts, now even the postal department has started verifying its accounts under the Prevention of Money Laundering Act.

   Sources said till now only the banks were verifying the antecedents of a person before opening any account or during the transaction but now even the customers, who will be dealing with the postal department have to submit various documents.

   While giving the information, one of the postal officials said that under this system for an instance if the person was depositing Rs 50,000 then he had to deposit the license or I-card and if the transaction went beyond the Rs 5 lakh then income tax return along with the voter card or PAN card. The formalities will increase with rise in amount. While for the city residents the formalities were fine, but the rural people were facing problems, he added.

   While the postal department authorities found it a good initiative in order to curb black money flow and also the opening of fake accounts. People’s view was that it was tough to complete the formalities. JR Nur, senior superintendent, postal department, said that the formalities would help in regulate the flow of money in the customer’s account. Nur added that already in banks the system had been adopted from the beginning but now the postal department would be working as per the new system.

INDIA POSTS to Deliver Unique Identity Numbers MoU SIGNED BETWEEN DoP and UIADI TO THIS EFFECT DoP ENGAGED FOR DISTRIBUTING AND COLLECTING CENSUS MATERIAL

   India Post is the official carrier of Unique Identity Numbers and will deliver the UID communication to the citizens of India. Department of Posts has signed a Memorandum of Understanding (MOU) with Unique Identification Authority of India (UIDAI) on April 30, 2010 to this effect. The MoU has been entered into for a period of two years. The Department would use its flagship product, the Speed Post for this purpose. The Department got advantage for this project due to its vast network of 155,015 post offices of which nearly 90% numbering 139,144 are in the rural area.


   India Post is also providing the comprehensive business solution of printing &; pre mailing activities and last mile delivery of UID letters to the recipients of UID number. Whenever/ wherever required by UIDAI, the Department will also do biometric authentication of each UID letter delivered. .


   The Department is also successfully implementing the work of distribution of nearly 10,000 tonnes of Census material from 15 printing presses to nearly 12,000 taluk/ municipal level locations across the length and breadth of the country through its Logistics Post in connection with Census 2011 as its official carrier. India Post will also be undertaking the reverse logistics for collection of filled in census forms from these locations and delivery
to the respective Directorates of Census Operations and scanning centers in the States. The Project started in February 2010 and will be completed in June 2011. .

Department of posts to distribute new pension system

   The Department of Posts, Government of India, has been enlisted
as a Point of Presence (PoP) for distribution of the New Pension System (NPS) by
Pension Fund Regulatory & Development Authority (PFRDA). The Department of Posts
(DOP) would, to start with, make the NPS available at over 800 of its branches
all over the country, and expand the distribution network to more branches in a
phased manner in its endeavour to make NPS available to all citizens in all
parts of the country. Both PFRDA and the Department of Posts see significant
potential and synergy in this partnership for the development of the NPS and
believe that it will significantly further and promote the Government’s
initiative to provide old age income security to all citizens of India.

   NPS is currently being distributed by 21 entities through nearly
800 branches spread all over the country. PFRDA is working with these
institutions to bring all their branches under NPS in a time-bound manner. NPS
will now be sold through over 1600 outlets of DOP and other entities.

   PFRDA is also considering proposals from other entities seeking
authorization to act as a PoP. PFRDA has accorded over-riding priority to
expansion of NPS distribution network in its effort to make NPS available within
the easy reach of all citizens.

Sub: Norms for Postmen Establishment

Sir/Madam,
                 I am directed to refer this office letters no. 31-45/73-PE.I
dt. 16.02.1975 and 31-38/79-PE.I dt. 22.05.1979 wherein ad hoc norms for postmen
Establishment were communicated.
                 The revision of ad hoc norms for Postmen establishment were
under consideration of the Department for quite some time past, Accordingly, the
Competent Authority ordered an intensive scientific work study by the IWSU of
the department. The report of Internal work study unit and their recommendations
have been carefully examined in consultation with integrated finance wing and
the Competent Authority has ordered for revision of norms for Postmen
establishment as given in the enclosure with immediate effect.
                      The Heads of circles and Regional Postmasters General are
requested to undertake a review of the implementation of revised norms after six
months and provide the for assessing the impact of new norms and undertaking a
fresh review if considered necessary.
               The revised norms communicated for Postmen establishment will
also be applicable for GDS Mail deliverer as per note below Rule 106 of Vol. VI
part III.
                  This issues in concurrence with integrated finance wing vide
their advice in dairy no. 30/FA/10/CS dated 04.02.2010.

HON'BLE HIGH COURT OF MADRAS DISMISSED THE WRIT PETITION OF BPEF UNION AGAINST THE RECOGNITION OF P3 UNIONS

Hob'ble Justice F.M.Ibrahim Kalifullah delivered the judgment making it
categorically clear that the recognition granted to Unions and Associations
under Rules 7 and 8 of CCS RSA Rules, 1993 cannot be cancelled until the process
of next verification is completed.



The trade union facilities of P3 Unions will be restored fully by the Department
immediately within a day or two. The copy of Judgment is placed here for the
benefit of all members.

PROJECT ARROW POST OFFICES ---SHOWS SIGNIFICANT INCREASE IN REVENUE.

   Project Arrow has been launched with objective of modernizing the post
offices and make visible, tangible and noteworthy differences in the post
offices operations that matter to “Aam Aadmi”. It was launched initially on
proof of concept basis in 50 post offices in Phase I. After the successful
completion of the Phase I it was implemented in 450 post office in Phase II and
in 500 post offices in Phase III across the country including the rural areas.
Project Arrow aims at comprehensive improvement of the core operations of the
post office as well as the ambience in which postal transactions are undertaken.
    The response of the general public and the staff of the Department to the
initiative has been overwhelmingly positive and Project Arrow offices have shown
significant increase in revenue earnings. The initiative Project Arrow –
Transforming India Post has also won the Prime Minister’s award for Excellence
in Public Administration for the year 2008-09.
    Due to budgetary constraints, only 500 Post Offices across the country are being
modernized and upgraded in every financial year. In view of this, it is not
possible to say by when all the Post Offices in Himachal Pradesh would be
covered under this Project.
    This information was given by Minister of State for Communications & Information
Technology, Shri Gurudas Kamat in written reply to a question in Rajya Sabha
today.

PROJECT ARROW POST OFFICES ---SHOWS SIGNIFICANT INCREASE IN REVENUE.

   Project Arrow has been launched with objective of modernizing the post
offices and make visible, tangible and noteworthy differences in the post
offices operations that matter to “Aam Aadmi”. It was launched initially on
proof of concept basis in 50 post offices in Phase I. After the successful
completion of the Phase I it was implemented in 450 post office in Phase II and
in 500 post offices in Phase III across the country including the rural areas.
Project Arrow aims at comprehensive improvement of the core operations of the
post office as well as the ambience in which postal transactions are undertaken.
    The response of the general public and the staff of the Department to the
initiative has been overwhelmingly positive and Project Arrow offices have shown
significant increase in revenue earnings. The initiative Project Arrow –
Transforming India Post has also won the Prime Minister’s award for Excellence
in Public Administration for the year 2008-09.
    Due to budgetary constraints, only 500 Post Offices across the country are being
modernized and upgraded in every financial year. In view of this, it is not
possible to say by when all the Post Offices in Himachal Pradesh would be
covered under this Project.
    This information was given by Minister of State for Communications & Information
Technology, Shri Gurudas Kamat in written reply to a question in Rajya Sabha
today.

87% DEARNESS ALLOWANCES CAN BE INCLUDED FOR WAGES OF CASUAL LABOURERS

Rates of Dearness Allownces applicable w.e.f. 1.1.2010 in the Pre-Revised Scale of Pay [5th CPC] viz., 87% DA has been ordered by the MOF

Casual labourers who are not yet granted with the Minimum of 6th CPC Wages will
get the benefit of at least the Dearness Allowances included in their wages. The
issue of applying 6th CPC wages is pending with the JS&FA for a decision. Anyway
our comrades can take advantage of the undermentioned order to at least get the
refixation of wages of Casual labourers / Contingent etc on the basis of full DA
installments granted to Government Employees. The orders of the MOF as endorsed
by the Department of Posts is reproduced below:

Subject:- Rates of Dearness Allowance applicable w.e.f. 1.1.2010 to the
employees of Central Government and Central Autonomous Bodies continuing to draw
their pay in the pre-revised scale as per 5th CPC.

The undersigned is directed to refer to this Department's O.M. of even No. dated
29th September, 2009 revising the Dearness Allowance w.e.f. 1.7.2009 in respect
of employees of Central Government and Autonomous Bodies who continue to draw
their pay and allowances in the rpe-revised scales of pay as per 5th Central Pay
Commission

2. The rates of Dearness Allowance admissible to the above categories of
employees of Central Government and Central Autonomous bodies shall be enhanced
from the existing rate of 73% to 87% w.e.f. 1.1.2010. All other conditions as
laid down in the O.M. dated 3rd October, 2008 will continue to apply.

3. The contents of this Office Memorandum may also be brought to the notice of
the organizations under the administrative control of the Ministries/Departments

POSTAL DEPARTMENTAL ANOMALY COMMITTEE MEETING HELD TODAY





 

Postal Departmental Anomaly Committee Meeting was held today [5.2.2010] in
the Committee Room Dak Bhawan New Delhi





Meeting was held by the Chairman Anomaly Committee Shri.A.K.Sharma
DDG Estt. and attened by DDG P and other members of Official Side.



Staff Side was represented by Comrades K.V.Sridharan Leader
Staff Side; Giriraj Singh Secretary Staff Side;
K.Ragavendran
Member; D.Theagarajan Member;
Ishwar Singh Dabas
Member; S.P.Mukherjee Member and
D.Kishanrao Member.



The issues discussed and the situation arising out the discussion are as
follows:

1. Placement of TBOP/BCR PA/SA at
lower level in comparison to same cadre in Telecom
:
The stand of the Official Side is that
this is not an anomaly of 6th CPC. However it was agreed by the Chiarman that
the issue would be re-examined independently of the anomaly committee.



2. Denial of HIgher Pay Scale and
also denial of special allowance of PO&RMS Accountants for fixation of pay on
promotion
: The Official Side took the
position
that this is also not an anomaly of the 6th CPC but agreed to
examine the issue for making a favourable reference to the Nodal Ministry.



3. Anomaly of omission of grant of PB2 to Postal Machine Assistants
renamed as Technical Postal Assistants
: The Official Side agreed to
have a re-check with all aspects raised by the
Staff
Side.



4. Head Mailman - disturbance of relativity with Postman/Mailguard
following 5th CPC
: The Official Side took the same position that this
is not an anomaly of 6th CPC. AFter discussion in which the decision of the
Departmental Council JCM in the year 1978 was pointed out, the Chairman stated
that only the willing seniors at BCR Group D level with pay on par with Postman/Mailguard
will be posted against Head Mailman post.



5. Chargehand - Placement of Chargehand in PB-2 rather than its merger
with Artisan Grade I
: Chairman agreed the justification of this Anomaly
and stated the Department has taken up this issue with the DOPT for settlement.



6. Artisan Grade I - Common cadre including Railways and Defence -
Parity from 01.01.1996
: The Official Side pointed out that the anomaly
existed after 5th CPC has been set right by the 6th CPC. Therefore there is no
anomaly arising after 6TH CPC. However on the question of parity with Railways
and Defence would be re-exmined.



7. Data Entry Operators - Lower
placement than other Central Government Departments
: The creation of
DEO Posts by matching savings on direction from Directorate in Chennai DAP and
the denial of 4000-6000 pay to these employees has been elaborately discussed.
The Official Side contended that this cannot be taken as a 6th pay commission
anomaly since the cadre of DEO has not been created in DoP so far. The Official
Side admitted that follow up measurers should have been taken at that time
itself for creating Recruitment Rules etc. However it is agreed that the issue
would be addressed by creating the said DEO cadre with appropriate Recruitment
Rules.



8. Cash Handling Allowance to PO & RMS Treasurer - allowing alowance at
par with Cashiers in administrative offices
: Once again the official
side did not agree this as an anomaly of the 6th CPC. After much discussion it
was suggested by the Official Side that we may have to make out a strong case in
this matter and requested the staff side to provide such vital points in
justification which will be examined by Official Side and taken up.



9. Sorters in DAP - relativity disturbance from 5th CPC compared to
Postman cadre
: On explaining that the Sorter Cadre which was a
promotional cadre to Group D is now placed in the same level with Group D, the
Official Side suggested that this has to be set right through cadre
restructuring. We pointed out that a recommendation to merge sorters wtih LDC is
not been implemented. It was agreed to proceed in this issue along with cadre
restructuring.



10. Grant of Supervisory Allowance to LSG/HSG-II/HSG-I supervisors - non
grant of graded supervisory allowance
: The Official Side pointed out
that this is not an anomaly of 6th CPC.



11. Anomaly in connection with revision of pay scale of BCR Group D
(multi skilled Group C) - non grant of PB-1 with Grade Pay of Rs.1900
:
Staff Side pointed out the non-fixing of 1900 Grade Pay from 1.1.2006 for the
BCR Group D who were in pre-revised scale of 3050. The Official Side agreed to
our view and agreed to set right the anomaly.



12. Supervisory allowance for Head Postman/Overseer Postman:Not
an anomaly and this has to be taken up separately.



13. TA/DA to Mail Overseer: Not an anomaly and this has to be
taken up separately



14. Higher pay scale to PA/Sa Supervisory Posts: After
discussion the Official Side agreed to send a reference for grant of Grade Pay
4200/- in PB-2 for LSG Supervisors.



15. Anomaly in fixation of Stenographers: The Official Side
stated that the anomaly of Stenographers has been sorted out after the orders of
Government to grant 4600/- Grade Pay to Private Secretaries. We pointed out that
the anomaly of Grade II and Grade I remaining in same grade pay of 4200/- still
remains. The Official Side has taken the position that since this is a common
cadre and has to be taken up at higher level.



16. Grant of Pay Scale to drivers equal to Postal Assistant (reference
in accordance with judgment of High Court of Madras):
The official side
pointed out that this is an issue pertaining to common cadre. Staff side pointed
out the differences between MMS Drivers and Government staff Car Drivers in the
nature of duties and that Drivers are exchanging mails also. Finally the
official side agreed to refer the issue to nodal ministry for enhancing the
Drivers Scale on par with Postman to pre-revised 3200 scale.



17. Lab Attendent: Official Side told a reference has already
been made to nodal ministry in this regard.



18. Medical Store Keepers:Already issued.



19. Nurses: Already issued.
